LAWS & POLICIES VIOLATED BY STONEY AND HIS LEADERSHIP
Family Medical Leave Act (FMLA)
Stoney and his leadership punished staff who had to go on FMLA due to illness. Employees were fired for getting sick or having sick children. The employees had to file lawsuits because of the firings.
American with Disabilities Act (ADA)
Employees were denied ADA accommodations even when they received doctor certification of the need for an accommodation. Human Resources staff aided Stoney in delaying the accommodation until leadership could create false justification for termination.
Overtime Laws Under Fair Labor Standards Act
Staff in Finance and Social Services were forced to work overtime without getting paid for it. They had to sue for the overtime. Levar Stoney settled the Finance lawsuit for $350,000 and the Social Services lawsuit about $3 million.
The City of Richmond has been sued by employees of the Police Department, the former Chief of Police, Social Services, Finance. Stoney and his handpicked leadership had no respect for employees and Federal Laws that protect employees from abuse by employers.
Freedom of Information Act (FOIA)
Levar Stoney refused to follow the Freedom of Information Act requirements that requires the release of public documents to reporters and citizens as requested. Clearly he is hiding his misdeeds. Because he did not want to follow the FOIA law he fired the FOIA coordinator. Stoney now has a lawsuit for that termination.
Stoney also altered documents requested under FOIA to remove information requested.
Stoney Violated City Charter
Stoney gave the CAO, Lincoln Saunders an increase in pay of $100,000. Directors in other departments also received $100,000 increases in pay. The finance director went from about $130,000 annually to $$256,000. Other directors received similar increases. City Council is authorized to give pay increases, not the Mayor. Prior to becoming CAO, Lincoln Saunders was an aid to Tim Kaine for a couple of years. Prior to that job, Saunders worked for a food co-op. He had no experience running a city of any type. But he got paid by Stoney with taxpayer money.
Sheila White had no experience working as a director in government. She not only did she not governmental accounting, she also did not understand taxes. Her first week in finance, she asked a manager, "Where does sales tax come from?" The Annual Report for the City has not been completed on time since her hiring. There are also other reports, that she is not even completing and publishing. The City Finance is derelict in its duties to taxpayers.
Staff in Finance were forced to work overtime and long hours on weekends because every few hours, Sheila White required a meeting for staff to show her how to do basic governmental accounting.
City Nepotism Policy
Stoney gave contracts to his friend Devon Henry to remove the confederate statues and made Henry an officer of Venture Richmond, Inc. I believe Henry is getting paid.
Federal, State and City Anti-Retaliation Policy.
Stoney retaliated against anyone that brought up an issue. This is why Richmond has the water crisis, the meal tax crisis and lots of other issues bubbling up. Stoney fired employees who mentioned issues. Even when people reported it to Stoney to save him from looking stupid to the media. Stoney punished the employees for brining it up
Breaking and Entering
Since 2022 Stoney has been sending people to a former employee's home to burglarize it. The people sent include City of Richmond employees and Police officers of Henrico and Richmond. Stoney has a lot of enablers across the City and state aiding him with the break-ins and hiding of his misdeeds.
