Stoney hired a director of Justice Services in 2019. She came from Newport News and is the former Deputy Chief of Police for Newport News. She then became Director of the Newport News Juvenile Justice Services programs. Council reported to us that she shut down the juvenile programs in Newport News and juvenile crime in Newport News skyrocketed. Ultimately, she was terminated for shutting down the programs.
Stoney hired her to handle the the Department of Justice Services as Director. She immediately shut down the Juvenile Justice Services programs in November 2019.
As a result the courts had no programs to monitor kids who went through the court system. Judges then had to send the kids back home with no support system. Within two years, juvenile crime in Richmond had increased and kids were killed going to the corner store to buy candy and chips. We confirmed with Newport News City Council that this Director of Justice Services did the same thing in Newport News and they terminated her for it. The City of Richmond continues to keep her on. We ask why? To help increase crime? To help kill kids?
Tyler Lane a WTVR 6 news reporter reported that under Levar Stoney's leadership over $1 million in juvenile justice program funding was returned to the State of Virginia by the City of Richmond instead of being used for alternative programs for juveniles going through the court system and needing assistance and monitoring. At the same time, innocent kids were killed in Richmond.
In 2024, After the shut down of the programs and the return of money to the state. Stoney communicated that he was not aware of the programs being shut down. He was aware. Staff told him in 2020 and again in 2021. It was not until 2024 that he agreed to re-open the juvenile programs. It took staff telling the WTVR 6 what he had done to hurt children by closing down the programs before he would re-open them. So why would Stoney want to allow kids to run rampant and commit crimes instead of putting them into counseling programs, after school programs and other alternatives? We believe he did it to encourage people to move out of the City of Richmond due to the rising crime rate.
Since Tyler Lane's original story, Levar Stoney has back peddled and reported October 8, 2024 that the City of Richmond would now re-open the Juvenile Justice Programs. They actually closed them in November 1019 per the Juvenile Justice Department Staff of the City of Ric
