Levar Stoney Has No Respect for Competent Women of Color

STONEY HAS NO RESPECT FOR COMPETENT WOMEN OF COLOR

Stoney Launched Attacks Against & Showed Disrespect for the Competent Women of Color in City Hall


 

Stoney began by accusing the CAO of nepotism. It was a publicly made accusation.

Stoney fired the female CAO for alleged nepotism. Stoney then gave a $1 million dollar contract to his personal childhood friend, Devon Henry, to remove the confederate statues. Devon Henry then states that the amount he was paid was life changing. Meanwhile the CAO had her career destroyed. Stoney engaged in nepotism himself.


 Stoney then forced the next CAO to work in an interim CAO role for over 15 months to prove herself without making her the permanent CAO. He had her working ungodly hours and then she had a massive medical event and will most likely never work again. Stoney appointed Lincoln Saunders the interim CAO and after only about 3 months on the job Saunders was made the permanent CAO. Saunders did not have the required skills to do the job. The female interim CAO did have the skills and was cleaning up City Hall when she fell ill.  Saunders then went on to help Stoney mess up the City of Richmond and left it in  shambles.

 

The Director of Community Wealth Building made one mistake and was fired by Stoney. She was a woman of Color. Yet,  Stoney allowed Lincoln Saunders a white male to make mistakes for 4 years and not get fired. 

Stoney forced the female Director of Procurement to retire in her 50s. She was following procurement practices and policies fairly and vetting the companies that did business with the City of Richmond. We believe that Stoney was not able to dole out City contracts to his friends with her in place so he had to remove her. She was also working on the p-card when he forced her to retire. Stoney did not complete the p-card implementation and development process properly after forcing her to retire and that created the P-card theft of hundreds of thousands of dollars by Stoney backed staff.

Stoney hired a female Human Resources Director. Stoney then forced her to retire after she carried out his specific instructions to issue a press release on the CAO. Stoney had her issue a press release and then forced her to retire for doing so.


 Levar Stoney, Lincoln Saunders and Sheila White then moved down the food chain of leadership and removed supervisors and managers. Stoney, Saunders and White then forced the revenue manager to retire when she did not want to retire. You see, we believe you can't falsify revenue if your revenue manager will not go along with it. They forced her to retire. She was able to return to the City employment about 9 months later and now works in the department of public utilities.

Stoney, Saunders and White placed the manager of financial reporting on administrative leave with no explanation after she discovered that White signed off on the falsification of the financial statements when she approved the falsification of the cash account for the City of Richmond. Stoney, Saunders and White created a fake surplus by falsifying the cash account and thus revenue. They forced the financial reporting manager to find another job. She reported the falsification to the Inspector General and the inspector general did investigate the allegations and substantiate them. Yet, she was forced to find another job. Sheila White was allowed to continue on with what the finance department does-corruption .


 

City leadership under Stoney forced the supervisor of personal property tax onto administrative leave when she discovered that they were padding citizens personal property tax bills and charging amounts that City Council had not approved. Stoney and White just left her on administrative leave indefinitely. She was forced to find another job.

 

Stoney and the City of Richmond Finance Leadership used taxpayer money to pay a female finance employee to not prosecute her boss who assaulted her at work. They paid $13,500 to the employee to coerce her into not prosecuting her boss for assault. The amounts were confirmed with the Assistant Controller of Payroll and Accounts Payable of the City of Richmond. Then they gave the violent boss a huge pay increase and sent the assaulted employee back to report to the same violent boss in Finance. It didn't last long and the employee was forced to walk out due to mistreatment by the same boss. Stoney waited until 2024 and allowed the assaulting boss to retire on her own. But in the meantime, tax bills were falsified, people's homes were taken and homelessness in Richmond increased.

Stoney dated a woman in the Department of Social services at the same time that he was dating his now wife, Brandy. He abused his position and power as Mayor to date subordinate employees. Richmond needs a #MeToo movement to prevent this. Stoney dated this employee and had such disregard for her that when he decided to propose marriage to Brandy, he did not bother to let the internal employee know that it was over between them. He let her find out about the proposal and the end to their relationship on the 6:00 pm news just like all the other citizens of Richmond. This proves once again that Stoney has no regard for women, especially women of color. Credible sources inside reported that the women was of Asian descent and a year after the end of her relationship with Stoney, she was still devastated.  Couldn't he have shown respect by going to her and breaking it all off?

Stoney fired almost the entire Human Resource Department in one day. Human Resources staff had to re-apply for their jobs. He did not rehire those who kept telling him and other leaders that what they were doing was against federal law or illegal.

To all the Black females out there who still plan to vote for Stoney in the upcoming elections, keep in mind that all the women described above that he mistreated, forced to retire, put on administrative leave or fired were all African American women who were doing their job and preventing fraud, waste and abuse. 

You may say, but Stoney appointed April Bingham and Sheila White. Yes he did appoint them and the financial statements of the City of Richmond have falsifications in them and they have not been completed on time in 5 years. Yes, he did select April Bingham and we all know of the Water Crisis in Richmond this year. Stoney appointed women who were not qualified for the position and therefore could not make the decisions necessary for the department to successfully operate. Look at all the issues with Finance and the Department of Public Utilities.
