In July 2022, Richmond Police Chief Gerald Smith and Richmond Mayor Levar Stoney announced that Julio Cesar Alvarado-Dubon, 52, and Rolman Balcarcel, 38,had been arrested for plotting a mass shooting in Richmond on July 4. Smith later identified the city's large Independence Day celebration at Dogwood Dell as the planned target.

Police arrested Dubon, a Guatemalan in Richmond on an expired via, after he let officers into his Richmond home where they found multiple guns.

However, neither man ever faced charges related to a shooting plot.

Richmond Police Chief Gerald Smith resigned after months of intense scrutiny over a now debunked terrorist attack in which then Police Chief Gerald Smith accused  two immigrants of planning a terrorist attack on the 4th of July in whether he embellished details of an alleged Fourth of July mass shooting plot he said his department had stopped.

Richmond City Council called for Gerald Smith's resignation for the Terrorist Hoax. 

Levar Stoney then turned around and gave the Chief of Police a $400,000 severance package paid for with taxpayer funds. 

How does one get paid such amounts after you had citizens scared throughout Richmond.  People were unable to enjoy the 4th of July and were mislead with a terrorist attack that turned out to be a hoax. How can anyone trust Stoney or Gerald Smith again. A terrorist attack is nothing to  fake!!!
